Arthur Stilwell founded Port Arthur in 1895, and the city was incorporated in 1898. Earlier interest in a town in the area developed in the 1830s, but the plans didn’t solidify. For a time, the community was known as Sparks after a family living in the area. Located on the shores of Sabine Lake, the community’s earliest settlers were American Indians.
